Various Roads (Oxford) Proposed Parking/Loading Bay Amendments (May 2021)

Oxfordshire County Council proposes to amend the current Controlled Parking Zone Traffic Regulation Orders by: a) amend a parking bay to facilitate the construction of a new access onto the highway, and b) making some administrative changes to various orders so that the wording within the order reflects the existing signs & lines that are currently in place on the highway i.e. no changes will be made on the road.

These proposals are being put forward in accordance with parking policy & planning permissions, and it is therefore proposed:

  • to amend the following parking bay to facilitate new access:
North Oxford area  

Belbroughton Road:

a) North side - the existing ‘3 hour parking bay with coach parking’  (37 metres east of Banbury Road) will be removed and replaced with ‘No Waiting at Any Time’ (Double Yellow Lines) parking prohibition,

b) South side - to then be relocated to a point 32 metres east of the eastern kerb line of Banbury Road eastwards for 27 metres (adjoining the existing ‘2 hour parking bay) & replacing the existing DYLs by the same amount.


  • to update the text/schedules within the existing orders as follows to match 'on-the-ground' restrictions:
East Oxford area

Collins Street  - the length of the parking bay located 1 metre northwest of No.2 Collins Street will be amended from 20 metres to 5 metres.

Summertown area

Summerfield Road - change the schedule for the loading bay located 43 metres east of Banbury Road to allow for times of operation to be ‘6am-6.30pm Mon to Sat’, and then clarify within the schedule that waiting is limited to 20 minutes with no return in 20 minutes

Banbury Road Service Road - clarify within the schedule that for the loading bay located 131 metres south of South Parade that waiting is limited to 20 minutes with no return in 20 minutes.


Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire, via email or in writing (quoting ref: CM/12.6.320) to the address below by 11 June 2021. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

Any unresolved objections will be reported to the Council’s Cabinet meeting early in 2021 (the Forward Plan of decisions meetings can be viewed here). The papers for the meeting will be available on the County Council’s website about a week before the meeting.
