Access to Headington - Cherwell Drive/Headley Way/Windmill Road (Oxford) Proposed Traffic Regulation Order Amendments 2019

Following on from an earlier decision approved at the Cabinet Members Decision meeting in June 2016 (for details: click here) Oxfordshire County Council is now putting forward updated proposals covering waiting restrictions and parking places in the Cherwell Drive, Headley Way and Windmill Road areas in particular. The amendments are being put forward following ongoing feedback from local residents and members of the public during the period since approval was given, as well as the expiration of the 2-year period within which changes need to be implemented.

Specifically the proposals include the following:

Cherwell Drive Servce Road:

  • reconfigure the areas of `No Waiting at Any Time` and `No Waiting 8.00am to 6.30pm Monday to Saturday`,
  • the One-Way Direction of traffic will be reversed to flow from northwest to southeast (i.e. from Marsh Lane to Copse Lane).

Headley Way:

  • sections of `No Waiting at Any Time` (double yellow lines) will be reconfigured,
  • area proposed for 2 hour waiting (no return within 2 hours, and permit holders without time limit Monday to Friday 8.00am to 6.30pm) will be relocated,
  • Permit Parking Places to be relocated into four sections.

Windmill Road:

  • The area of One Hour Parking Places 8.00am to 6.30pm Monday to Saturday (west side south of Bateman Street) is to be removed,
  • The area of Two-Hour Parking Places Monday to Friday (west side) is to be removed,
  • Existing parking places for Permit Holders are to be removed and relocated.

Residential Roads in Windmill Road area:

  • Additional parking places Permit Holders Parking: 
    • 13 spaces distributed amongst: Gardner Street, Gathorne Road, Norton Close, Rock Edge, St Leonards Road and York Road.
  • Additional parking places for Permit Holders Footway Parking:
    • 4 spaces distributed amongst: Holyoake Road and St. Annes Road.

Prohibition of Entry’ restrictions will be implemented at the following locations:

  • Brookfield Crescent into Marsh Lane,
  • Marsh Lane into Brookfield Crescent, and
  • Copse Lane into Cherwell Drive service road

U-turns will be prohibited at the following junction locations:

  • A4142 Oxford Eastern Bypass junction with Horspath Driftway;
  • Cherwell Drive junctions with Headley Way and Marston Road;
  • Headley Way junction with John Radcliffe Hospital access road;
  • Marston Road and Marsh Lane junctions with Cherwell Drive; and
  • Old Road junctions with Gipsy Lane, Warneford Lane and Roosevelt Drive

Note: Earlier proposals concerning parking restrictions along The Slade are to be made permanent, whilst proposals for parking partially on the footpath and changes to ‘mandatory’ cycle lanes along Headley Way have been discontinued.

Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire or by writing (quoting ref: CM/12.6.320/A2H_reconsult) to the address below by 09 August 2019. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

Any unresolved objections will be reported to the Council’s Cabinet meeting later in 2019. The papers for the meeting will be available on the County Council’s website about a week before the meeting.
