Access to Headington - Cherwell Drive/Headley Way/Windmill Road/Old Road (Oxford) Proposed Traffic Safety & Improvement Schemes 2019

Following on from an earlier decision approved at the Cabinet Members Decision meeting in June 2016 (for details: click here) Oxfordshire County Council is now putting forward proposals for new or amended traffic features as part of the wider traffic management measures in the Headington and Marston areas of Oxford. The amendments are being put forward following ongoing feedback from local residents and members of the public during the period since approval was given, as well as the expiration of the 2-year period within which changes need to be implemented.

Specifically the proposals include the following:

  • Crossing Amendments:

New Toucan crossing (signalised for use by pedestrians & pedal-cycles) - to be located on:

Old Road – west of Highfield Avenue

Existing pelican crossings in the area will also be upgraded to toucan crossings as part of the scheme.

New Parallel zebra crossing (zebra crossing with parallel pedal cycle facility) - to be located on:

Windmill Road – north west of Gathorne Road


  • Side Road Entry Treatments: (generally comprising of flat top humps approx. 100mm high with ramp gradients of 1:10)

Cherwell Drive – across its junction with Oxford Road

Headley Way, across its junctions with:

Derwent Avenue

Coniston Avenue

Bowness Avenue

St Joseph’s Primary School access road

Fortnam Close

Franklin Road

Woodlands Road East

Woodlands Road West


The Slade, across junctions with

Girdlestone Road

Slade Close

Peat Moors

Ashley Court access road

Wood Farm Road



  • Advisory (on-road) Cycle Lanes:

Note: proposals for changes to ‘mandatory’ cycle lanes along Headley Way have been discontinued.

Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire or by writing (quoting ref: CM/12.6.320/A2H_reconsult) to the address below by 09 August 2019. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

Any unresolved objections will be reported to the Council’s Cabinet meeting later in 2019. The papers for the meeting will be available on the County Council’s website about a week before the meeting.
