A420 Botley Road & West Way (Oxford) Proposed Traffic & Safety Improvements (Phase 1)

Following an initial public consultation on proposals to provide major bus, cycle and pedestrian improvements for Botley Road was undertaken during May and June 2019. An amended design incorporating these amendments has now been completed and revised plans have been created. Some of these new measures require formal consultation including: traffic regulation orders, bus facilities and new / changes to pedestrian and cyclist crossings.

Oxfordshire County Council is therefore now putting forward these updated proposals, specifically the proposals include the following:

Traffic Improvements:

  • Parking amendments:
    • Botley Road - three parking laybys on the south side between Earl Street and Alexandra Road will be removed and 'No Waiting at Any Time' (DYLs) parking restrictions will apply,
    • Alexandra Road, Duke Street, Earl Street, Harley Road, Oatlands Road and Riverside Road - parking places limiting waiting to 1 hour (no return within one hour) between 8.00am and 6.30pm on Mondays to Saturdays (permit holders not exempted from time limit), with parking by permit holders only outside this time will be created.
  • Bus Lane amendments:
    • Remove the short length of bus lane on Botley Road east of Bridge Street
    • Introduce new westbound bus lanes on Botley Road
    • Extend the eastbound bus lane on West Way to its junction with Eynsham Road,
    • Create short lengths of bus lane on Eynsham Road and Cumnor Hill on their approaches to West Way.
  • Speed Limit amendments:
    • Eextend the existing 20mph limit on the Botley Road westwards to just west of its junction with Binsey Lane.

Safety Improvements:

  • New & Amended Signalised Crossings:
    • Existing Pelican crossings will be converted to Puffin crossings,
    • New Toucan crossings will be created,
    • Existing staggered crossing will be converted to signalised staggered crossing.
  • Side Road Entry Treatments:
    • Treatments will comprise of flat top road humps across various side roads with a nominal height of 75mm and a 1:12 ramp gradients, at their junctions with Botley Road and West Way.
  • New & Improved Cycle Provision:
    • Improved and new cycle lanes and tracks will be provided on both sides of Botley Road and West Way between the Eynsham Road junction and the Roger Dudman Way junction
  • Bus Stop Amendments:
    • Various bus stops along Botley Road will be removed and relocated to new positions.

Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire or by writing (quoting ref: AK/12.6.320) to the address below by 29 November 2019. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

Any unresolved objections will be reported to a Council Cabinet meeting later in 2019 or early in 2020. The papers for the meeting will be available on the County Council’s website about a week before the meeting.
