Easington Estate & Springfield Avenue (Banbury) Proposed Weight Limit & Traffic Calming & Zebra Crossing

Oxfordshire County Council proposes to prohibit goods vehicles with a maximum gross weight exceeding 7.5 tonnes from using the roads within the Easington Estate in Banbury. The proposals are being put forward due to concerns expressed by local residents that lorries & HGVs are using the minor residential roads between the A361 Bloxham Road and the A4260 Oxford Road in Banbury to avoid traffic congestion. It is also envisaged that this issue will be further exacerbated by 2 new construction sites at opposite sides of the proposed restriction.

  • 7.5 tonne Maximum Weight Limit: to cover all those roads within the `Easington Estate` to the following points:
    • Easington Road – at its junction with the A361 Bloxham Road,
    • Springfield Avenue – at its junction with the A361 Bloxham Road,
    • Horton View – at its junction with the A4260 Oxford Road,
    • Farmfield Road – at its junction with the A4260 Oxford Road, and
    • Grange Road – at its junction with the A420 Oxford Road.

Exemptions will be permitted for access, emergency services, utilities, roadworks and statutory functions.

Additionally, the County Council also proposes to construct the following features to help improve pedestrian safety in the area, especially for the more vulnerable road-users; including school pupils travelling to and from the local schools:

  •  Raised Junction Table (to be 75mm high):
    • To extend approx. 45* metres south-eastwards from the north-western edge of the existing crossing (located north-wets of the junction with Horton View), also extending by approx. 10* metres into the junctions of Horton View & Ruskin Road.
  • New Zebra Crossing (crossing for use by pedestrians only):
    • To be located approx. 25* metres south-east of the Horton View/Ruskin Road junction, and to be sited on the newly proposed raised junction table above.
  • Existing Zebra Crossing:
    • located approx. 15* metres north-west of the Horton View/Ruskin Road junction, to be sited on the newly proposed raised junction table above.

* All dimensions are approximate, taken from the centre of the junction to the centre of the feature.

Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire, via email or in writing (quoting ref: CM.12.6.120) to the address below by 19 June 2020. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

Any unresolved objections will be reported to the Council’s Cabinet meeting later in 2020. The papers for the meeting will be available on the County Council’s website about a week before the meeting.
