Iffley & Wolvercote Areas (Oxford) Proposed Traffic Restriction Amendments

Oxfordshire County Council is proposing to introduce parking restrictions within parts of Wolvercote & Iffley. It is also planned to introduce a 20mph speed limit throughout the new Papermill development, as well as a ‘No Entry’ prohibition within the Bus Terminus central square in the development.

The proposals are being put forward to ensure the safe functioning of the road network within the development as designed, whilst ensuring integration with existing restrictions in the lower Wolvercote area. The additional lengths of ‘No Waiting at Any Time’ being proposed on roads within the Iffley area of Oxford are to prevent parked vehicles from obstructing visibility at Junctions and narrow points.

Specifically, the proposals comprise of the following measures: 

  1. to introduce new and/or extend/adjust existing areas of Prohibition of Waiting at Any Time (Double Yellow Lines) at the following locations:


  • Anne Greenwood Close - Both sides, from the southern kerb line of Iffley Turn, southwards for 10 metres.
  • Church Way – (a) North side from the east of No.44 Church Way, westwards for approx. 104 metres (with a short central break opposite Nos.12/13); and (b) South side, for a similar continuous length.
  • Iffley Turn - (a) south side covering the junction beside No.68; and (b) a 5-metre length outside No.70.
  • Meadow Lane - Both sides, for 10 metres from junction with Church Way.


  • Westbury Crescent – unbroken along the south side of the entry road from Rose Hill, and on the north side removing most of the double yellow lines west of No.42.


  • Godstow Road - Northeast side, from the boundary of Nos.120/122 westwards to Mill Road,
  • Mill Road - South side west from Godstow Road for 26 metres; and north side for 32 metres, continuing beyond the Papermill Development access road westwards for a further 26 metres.
  • Papermill Development access road – the whole east side, and on the west side for 16 metres entering from Mill Road, and for majority of all sides of the Bus Terminus square.
  1. `No Entry` - signage will be positioned at the west side of the bus terminus square to prevent vehicles entering northwards, effectively making the north and west sides of the square one-way counter-clockwise.
  2. A 20mph speed limit - will be applied to the development roads and the Bus turning square.

Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire, via email, or in writing (quoting ref: CM/12.6.320) to the address below by 19 April 2019. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

Any unresolved objections will be reported to the Council’s Cabinet meeting later in 2019. The papers for the meeting will be available on the County Council’s website about a week before the meeting.
