Magdalen Road South Area (Oxford) Proposed Controlled Parking Zone (CPZ)

The development of Controlled Parking Zones) CPZs is a key element of the County Council’s Parking Strategy, and forms part of action plans to tackle the problems of congestion identified for Oxford, as well as to improve air quality and the street environment. CPZs restrict the availability of commuter parking in residential streets and encourage commuters to find alternative means of transport both into and within the City. Supported by public transport, walking and cycling improvements, they are an essential tool in managing traffic levels and thereby reducing the effects of traffic congestion. They also ensure that cars are not parked in inappropriate or unsafe places, thereby contributing to road safety and improvements to the street environment.

Proposals for a CPZ in the roads bounded by Magdalen Road, Howard Street, Iffley Road and Ridgefield Road and Cricket Road were the subject of consultations between 2009 and 2012 but then not proceeded with after consideration of objections and other representations received at the time. Subsequently however, representations from residents on parking pressures in the area led to further consultations in 2017 and 2018 which indicated significant support by residents for a CPZ to alleviate increased parking pressures, also taking account of a large development of student accommodation due to be occupied in September 2019 which would otherwise further increase parking pressure for both residents and businesses in the absence of a CPZ.

Oxfordshire County Council therefore proposes to create a new Controlled Parking Zone (CPZ) for roads to the south side of Magdalen Road, Cowley (bordering Magdalen Road North Area CPZ and Iffley Fields Area CPZ both currently in existence). The effect of the new CPZ is to limit general parking between 8.00am and 6.30pm with variations throughout the working week and on Saturdays and/or Sundays. Existing ‘No Waiting at any Time’ prohibitions (double yellow lines) remain, and other parking will be restricted to 2 or 3 hours with no return within these times during the working day. Residents Permit Holders will be exempt from most restrictions, also after 6.30pm general parking will be permitted, with some restricted to residents only.

Residents permits will be available for residents of the following roads: Barnet Street, Catherine Street, Charles Street, Essex Street, Golden Road, Harold Hicks Place, Hertford Street, Magdalen Road, Percy Street, Sidney Street and Silver Road.

And also residents of the following properties:

  • Cowley Road No. 300;
  • Howard Street Nos.1 – 184;
  • Iffley Road:
    • even Nos. 240-284; 288 – 296 (The Dorothy Wadham Building is EXCLUDED from permit eligibility);
    • odd Nos.243-263; 279- 299.

NOTE: Residents’ permits will be limited to one per resident with a maximum of two permits per property. The charges for residents’ permits will be £60 per annum for each permit.

The proposed CPZ includes provision of parking places for permit holders, together with timed parking places available to non-permit holders (some of these being available to permit holders without time limit) for the benefit of customers of businesses, schools and other organisations within the proposed CPZ. Some of the parking places will – on the narrower streets in the area - be partly on footways to ensure there is sufficient width for servicing vehicles (including emergency service vehicles) while still accommodating local parking demand in the area and also providing space for pedestrians to use the footways partly designated for parking. Additional lengths of no-waiting are also proposed to ensure that junctions are not obstructed by parked vehicles.

  • Also included in the proposals is an amendment to the designated boundary of the existing Iffley Fields CPZ directly adjacent to the proposed Magdalen South CPZ and to provide at the request of the occupants of No.286 Iffley Road permit eligibility for this property within the Iffley Fields CPZ.
  • Subject to further consultation, it is anticipated that a CPZ on roads adjacent to the current proposal will be progressed within the next 12 to 18 months, reflecting not only the existing parking pressures in these adjacent roads but also the possible displacement of some parking as a result of the currently proposed scheme.

Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire, via email or in writing (quoting ref: CM/12.6.320) to the address below by 27 April 2019. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

Any unresolved objections will be reported to the Council’s Cabinet meeting later in 2019. The papers for the meeting will be available on the County Council’s website about a week before the meeting.
