What is the minerals planning strategy?

The County Council is responsible for minerals and waste planning in Oxfordshire and is preparing a new plan for where mineral working and waste facilities should be located. The council held an 8 week public consultation on the draft minerals plan from 5 September 2011 to 31 October 2011. The draft plan includes a strategy and policies for sand and gravel, soft sand and crushed rock extraction and a key diagram, which illustrates the Council's preferred strategy. The draft plan also set out the Council's proposed policies on provision for secondary and recycled aggregates, aggregate rail depots, safeguarding of mineral resources and infrastructure and restoration of mineral workings. Specific sites will be identified in a subsequent document. The Council has consulted separately on its draft plan for waste.

Responses reports, which list all the consultation responses we received on each section of the plan, have now been published on the council's Minerals and Waste Core Strategy webpage.

THE MINERALS AND WASTE CORE STRATEGY PROPOSED SUBMISSION DOCUMENT WILL BE PUBLISHED IN MID MAY. THE PERIOD FOR MAKING REPRESENTATIONS WILL BE AT LEAST 6 WEEKS. REPRESENTATIONS ON THE LEGAL COMPLIANCE AND SOUNDNESS OF THE PLAN WILL BE INVITED. Next steps

When the publication period closes, the council will summarise the main issues raised and will submit the plan, the summary of issues and the representations to the Government. If any representations raise matters which suggest that fundamental changes to the plan are required, the council will consider the appropriate way to proceed. This could include a further separate consultation on a proposed change to the plan.

The examination into the plan is expected to take place in the autumn of 2012. If the Inspector considers that substantive issues are raised by your representation that require further consideration he/she may request that you attend the public examination.We expect to receive the Inspector's report in Spring 2013. If the plan is considered 'sound' by the Inspector, the council will adopt it later in 2013.
