Various Roads (Oxford) Proposed Pay & Display Charging Amendments

Oxfordshire County Council proposes to increase the on street Pay and Display parking charges in in the City in order to assist it in achieving its parking strategy objectives to reduce congestion and improve the free flow of traffic throughout the city centre. Increasing the charges is intended to encourage more motorists to park in the off-street car parks, and at Park and Ride locations rather than to park on street. The on-street parking charges have not increased for the past three years and in order to achieve alignment with the current off-street charges, and to account for increasing costs, increasing the current charges has become unavoidable.

It is therefore proposed to:

  • Standardise the charging hours on all days (for Inner Zone below) i.e. from 8am to 6.30pm and from 6.30pm to 10pm.
  • parking rates charged from 1 hour stay up to 3 hours before 6.30pm, and for any length of stay after 6.30pm.
  • Standardisation of charging hours (for Outer Zone below) on Monday to Saturday from 8am to 6.30pm and from 6.30pm to 10pm. Sunday charging in the outer zones becomes £3 from 8am to 10pm.
  • Payment for ticket remains as described on machine and tickets displayed on vehicle.

 The zones are proposed to comprise of the following:

Part 1 - the inner zone: Beaumont Street; Blackhall Road; Broad Street; Cromwell Street; Keble Road; King Edward Street; Longwall Street; Mansfield Road; Merton Street; Museum Road; Parks Road; Savile Road;St Giles; Wellington Square; Woodstock Road.

Part 2 - the outer zones: Great Clarendon Street; Hythe Bridge Street; Norham Gardens; Walton Street; (also *Benson Place; *Bradmore Road; *Crick Road; *Fyfield Road; *Norham Road. * these places allow Norham Manor CPZ Residents to park free and unrestricted when displaying residents permit).

Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire, via email, or in writing (quoting ref: CM/12.6.320) to the address below by 15 March 2019. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

This consultation has now closed and the Traffic Regulation Orders have been made and come into force on 8 April 2019.
