Various Roads (Witney) Proposed 20mph Speed Limit & Active Travel Measures

As a result of funding received from the Department for Transports` Active Travel Emergency Fund Oxfordshire County Council is proposing to introduce various measures aimed at creating an environment that is safer for both walking and cycling within Witney. The proposals have been developed and prioritised in line with DfT criteria, and will aid active and healthy travel, which forms part of the response to the COVID-19 Pandemic, and the Council is seeking feedback on these which aim to:

  1. Make walking and cycling safer for everyone,
  2. Make local shops, schools and employment easier to get to by walking and cycling, and
  3. Provide more choice for travelling in Witney.

Specifically the proposals being put forward comprise of the following measures:

  • 20mph Speed Limits (in place of the existing 30mph speed limits) within the following areas:
    • Cogges Area – comprising of Church Lane, Meadow View & Stanton Harcourt Road for their entire lengths,
    • North-eastern Area – comprising of roads approximately bounded by the A4095 Woodstock Road & Jubilee Way, and
    • Town Area – comprising of roads approximately bounded by the A415 Ducklington Lane, Welch Way & Witan Way.
  • Existing crossing to be converted to Toucan crossings (signalised crossing for use by pedestrians & pedal cyclists) located on:
    • Oxford Hill – approx. 20 metres southwest of the junction with Church Lane, and
    • Tower Hill – approx. 70 metres northwest of the junction with Beech Road,
  • Un-segregated shared-used paths located on:
    • Tower Hill – on both sides leading to & from the crossing,
    • Ducklington Lane roundabout – small sections on the approaches from Moorland Road, Welch Way & Corn Street,
    • Witan Way – small sections on both sides; north of the roundabout junction with Langdale Gate, and
    • Oxford Hill – on both sides leading southwards from the junction with Church Lane to the crossing.

* Additionally, an Experimental Traffic Regulation Order covering parking restrictions on Corn Street is also being considered as part of the scheme.

Objections to the proposals and other representations, specifying the grounds on which they are made, may be sent in by completing the online questionnaire, via email or in writing (quoting ref: CM.12.6.410) to the address below by 12 February 2021. The Council will consider objections and representations received in response and they may be disseminated widely for these purposes and made available to the public.

Any unresolved objections will be reported to the Council’s Cabinet meeting later in 2021 (the Forward Plan of decisions meetings can be viewed here). The papers for the meeting will be available on the County Council’s website about a week before the meeting.
